Lukas Schaugg
Policy Advisor
Lukas Schaugg is a policy advisor with the Economic Law and Policy program of IISD and the Secretariat of the Intergovernmental Forum on Mining, Minerals, Metals and Sustainable Development (IGF). His work focuses on the reform of international investment governance and its nexus with energy and mining policy. Lukas advises developing country governments and regional bodies on international investment treaties, national investment laws, investment contracts, and investor–state dispute settlement. He closely follows ongoing investment policy reform processes at UNCITRAL, the OECD, and the modernization of the Energy Charter Treaty.
Before joining IISD, Lukas worked as a deputy counsel at the International Chamber of Commerce administering arbitration proceedings in the mining, energy, infrastructure, and construction sectors. He has also worked in policy research at the EU Delegation to the United Nations office in Geneva, and he began his career as a trade law advisor in the private sector.
Lukas holds an LLM in law from King's College London and a PhD in international law from Osgoode Hall Law School at York University, Canada. He is a native German speaker and is also fluent in English and French.
